Salary: 33,000 + substantial pension and benefits

The Challenge

This is a unique and exciting opportunity to be part of a driven team involved in assuring the UK Defence Training Estate(DTE) outputs are met and delivered via the service delivery of a National Total FM contract.

Though the role will be mainly focussed on Assurance and Contract management there will be at times the opportunity to support the Logistics and Operational Teams in delivering their objectives. Reactive tasks are frequent and the individual needs to be able to adapt to changing priorities and be able to work with a can-do approach but importantly always with a collaborative mindset.

This role provides the opportunity to work closely with a range of subject matter experts from Assurance, Contract Management, Logistics and Operations. It will give the individuals an exciting opportunity to use and develop their, and other colleagues, knowledge to better position DIO UK DTE to meet its commitment to compliance.
The role will be busy, requiring willingness and ability to learn quickly and eventually be highly influential across a range of business functions. It will provide frequent travel opportunities and allow ample opportunity for personal development.

ResponsibilitiesMain Responsibilities

Supporting the Senior Contract management and Assurance Lead on all related aspects of contract management and assurance.
Assist with the co-ordination of the annual Assurance programme. Supporting the HQ and Regional Teams regarding contractually required Service Delivery relating to the DIO six pillars of compliance - Fire Safety, Fuel Safety, Gas Safety, Electrical Safety, Asbestos and Legionella Management for all UK DTE sites.
To include cyclical and ad-hoc assurance of all relevant, contractually required documentation, such as Management Plans, inspection regimes enacted and the IP's self-assurance processes, for adequacy and completeness in terms of achieving compliance. Wherever possible, planned activity should be undertaken with the Regional Delivery Teams and the Industry Partner to better facilitate continuous improvement and collaboration.
Act as a focal point within UK DTE for all Safety Alerts and Technical Bulletins requiring action. Co-ordinate with the Industry Partner and UK DTE staff in regions to derive appropriate responses to DIO Technical Services.
Act as a focal point for all tasks relating to Technical Compliance received from the DIO Interventions Team, (via) the HQ Overseas & Training Assurance team, liaising directly with the relevant Subject Matter Experts (SMEs) in those teams as required to better facilitate the provision of the detail. Co-coordinating with the Industry Partner and UK DTE region as necessary, collate and validate responses as required. This will also include ensuring that all UK DTE sites are prepared for and support adequately and in a timely manner all 2nd line assurance activity.
Attend relevant site visits as part of either, the Industry Partner's Self-Assurance Audit Programme to promote joint assurance and to provide UK DTE technical perspective as necessary, providing comment where required; or, in order to support internal DIO OS & DTE Compliance Audit visits.
Provide 1st line SME advice to HQ UK DTE and UK DTE regional staff on Technical matters. Support UK DTE staff in discussion with the Industry Partner over technical issues, and act as the conduit in UK DTE dealings with Technical Services where 2nd line SME advice is required.
As workloads fluctuate between the team, assist in delivering Operational and Logistics activities as and when required.
Attend various contractual meetings as required, including Infrastructure Boards and Service Manager's meetings. Attend relevant internal Technical Compliance/Assurance meetings.

Desirable Experience & Skills

Experience in a Contract Management role
Experience in an Assurance role
A Qualification in Engineering/Surveying/Technical HNC/HND or working toward this
A Qualification at Practitioner Level for Property Management Business & Strategy, Operate & Maintain

Licences
Full UK Driving license the job requires travel to MOD sites to carry out the key elements of the role, many of these sites do not have public transport.
