Job Description

Salary: 40,000 + substantial pension and benefits

The Challenge

DIO Regional Deliver (RD) Total Facilities Management (TFM) Central Region, manages the delivery of DIO contracted hard and soft facilities management and key relationship management with senior users, key suppliers and other elements of DIO Operations, in particular the Regional Support Team (RST) and Major Programmes and Projects (MPP) to deliver DIO outputs that support military capability. It also includes close working with other areas of Regional Delivery, in particular the Training Estate and Service Accommodation.

ResponsibilitiesMain Responsibilities

Manage a team of 3 x Estate Facility Managers (C2), who have responsibilities for multiple sites within Catterick Garrison. Ensure their development/training and objectives are monitored via the annual reporting system by regular one to ones. Ensure the team are well briefed on all developments within DIO by regular team briefings and encouraging the team to take interest in the wider DIO objectives by being proactive and getting involved with other departments within DIO. Act as mentor for team members seeking promotion within DIO or wider Civil Service.
Ensure the service delivery of all maintenance and response are delivered in accordance with statutory legislation and Mandatory requirements, complying with all Health and Safety and Environmental standards and policies. Monitor the assurance activities of the Estate Facility Managers in the delivery of services offered by the Soft Facilities Industry Partner; including cleaning, catering services and all enabling contracts.
Where statutory and mandatory compliance of assets is not possible, provide advice and support for the management and mitigation of risk to the Area Manager and Heads of Establishment by holding Site Infrastructure Monthly Meetings.
Work with the Industry Partner to manage production and regularly review appropriate work plans in accordance with local budgets to achieve programmes and financial commitments, whilst meeting changing operational needs. These responsibilities include the Command Infrastructure Delivery Plan / Priority Based Funding / Lived Improvement Infrastructure Funding / Safe and Legal and works procured via private funding.
Plan, direct and co-ordinate operational activities ensuring effectiveness and value for money.
Collate information and prepare reports for mandated monthly establishment meetings.
Carry out proactive Contract Management to ensure goods and services are delivered within the agreed contractual arrangements and KPIs.
Provide assurance that the Industry Partners contractual responsibilities and internal quality procedures including management reporting, development, budget, forecasting and financial control are adhered to by attending high value audits and HSE visits as the DIO representative.
Pro-actively manage all works by driving excellence through clear and effective direction, delegation and sound decision making.
Manager, monitor and review contractual outputs and Health & Safety Issues. Carry out the appropriate level of risk management in accordance with the DIO Risk Management Policy. This will include the reporting contract defects and early warnings.
Strive to maintain strong and collaborative relationships to provide the continued level of support required to sustain the complex relationships need to deliver the diversity of programmes required for Defence.
Support a culture of continuous improvement

Due to the Covid-19 pandemic most employees are currently working from home, as these restrictions ease the post holder may be expected to work a combination of home working and from the office / site locations. This requirement will be further detailed and discussed during the interview process. All employees will be provided with IT equipment to facilitate remote working

Desirable Experience & Skills
Membership of a relevant professional body e.g. RICS, IWFM, ICE, CIOB or equivalent
A recognised qualification in Facilities Management at a minimum of Level 5 or willingness to work towards IWFM qualification

Essential

Licences
Full Driving License travel to sites is required to carry out essential assurance activities on critical infrastructure. Public transport is not available to remote sites.

Employment hours
