Job Description

The Existing Systems team is responsible for the support of and delivery of change to the systems that currently support the Intellectual Property Office in its provision of intellectual property rights management to customers across the globe. It is made up of 6 software delivery teams working in either Scrum or Kanban ways of working, each broadly aligned to a specific set of systems whilst retaining the ability to work on others.

The Delivery Manager is accountable for the regular and high-quality delivery of IT products/services into those systems. This role will join one of the existing teams providing a great opportunity to educate, motivate and enthuse the team whilst spreading the value of agile ways of working to other parts of the IPO. The successful candidate will be passionate about Scrum and Kanban as delivery methodologies for converting an extensive backlog to production ready systems at pace. As an advocate of agile working you will find and implement ways to constantly improve delivering value to our internal and external clients.

Additional Information

This role will be carried out remotely due to current Government restrictions.

Some attendance at our office in Newport will be necessary when the current situation finishes.
You will be required to pay for travel and associated costs to your main office base.

The frequency will be determined when we have completed a review of our working arrangements.

Main Duties
The post holder will conduct the appropriate ceremonies depending on the delivery method. Ceremonies will include Planning, Review, 3 Amigos, Estimating and Daily Scrum. Removal of blockers, reporting progress and implementing changes that will improve velocity are core activities of this role.
Most importantly, working alongside likeminded peers the successful candidate will promote the understanding and value of agile within IT and outside, ultimately helping the organisation evolve its delivery maturity.
At this time the role holds line-management responsibilities for the Delivery Team although that is expected to change.

Relevant Skills and Experience

Essential
- Experience of agile methodologies including Scrum, Kanban,
- Evidence of having empowered technical teams to develop both personal and technical skills when delivering flexible new technologies to ensure that the team is constantly learning
- Evidence of communicating effectively across the wider organisation, understanding differing stakeholders for example technical/non-technical and political boundaries, understanding the context.
- Proven experience of leading technical delivery teams utilising automated delivery methodologies including automated development pipelines, automated testing etc
- Extensive background in providing accurate, timely information on progress, resourcing, and impediments to allow informed decision making
- Strong communication skills being able to engage with a range of key stakeholders at different levels across the organisation

Desirable
- Experience promoting the understanding and value of Agile within IT and outside.
- Continuous Integration/Continuous Deployment (CI/CD) ways of working
- Experience of using data to aid decision making
- Experience of being part of a wider community of practice, using your own skills and knowledge to further the profession

For this role the successful individual will need to have consistently lived in the UK for a minimum 5 years in order to meet the relevant security clearance.
